My computer keeps giving me a pop up for registery cleaner…I downloaded the error doctor for 19.95..and scan everything..but yet the pop-ups still happening

I think I have a major problem on my PC. It has been acting up since about June, and I have tried reinstalling XP several times, virus and spyware cleans, and several other things. Nothing seems to work. Can anyone help me? Please! 
Even my internet runs slower!

I have a 2 year old pc that won't do hardly anything. I doubleclick on something,and nothing happens.Is there anything I can do to clean this up? Is this a hardwar or software problem?
Do a straight reinstall. Get the original Windows software aind perform a new installation. To do this you have to boot from the CD and reinstall Windows. You will lose all of your old software but if you backup everything beforehand losses will be minimal.
